The Tuesday & Co. Football League Rules of Civil Procedure are designed to keep a record of all non-constitutional regulations and practices under which the league has functioned, lo these many years.
I. Executive Function and Precedent
A. Non-executive Duties of the Commissioner
1. The Commissioner, while carrying out duties as an Executive Committee alternate, must write the binding majority opinion of the Committee.
B. Maintaining the Integrity of the League
1. Fines and deprivation of waiver or draft picks can be levied at the commissioner’s discretion for acts disrupting the league's interest (Art.II, Sec. 2). The Commissioner may confirm the punishment with the XC prior to announcing the punishment to the responsible party and remainder of the league.
The Commissioner's decision may be appealed by the punished owner to the Executive Committee (Art.II,Sec.2,Par.ii), which may overturn the commissioner's decision (Art. III,Sec.1,Par.ii).
C. Although non-binding in effect, the Commissioner may write an additional concurrent or dissenting opinion on any XC ruling. He may do so because he is the Commissioner. That's about it.
II. Executive Committee Function and Precedent
A. The Chairman of the XC may decide to use his vote as a tie-breaker in the event the subsequent committee members do not reach a common verdict. However, he must write the majority opinion (Art.III, Sec.2, Par.iv) of the committee whether or not he chose to abstain from the voting itself.
If the XCC disagrees with majority opinion, he may express his concerns and dissent in the majority opinion by attaching a "pitfalls and perils" section into the document.
B. The "Emeritus Executive Committee Chairman" will serve as the XC alternate for the subsequent year he was the active XCC.
If the XCC remains in office for consecutive years, the Emeritus XC shall maintain his position as alternate.
III. Honors and Awards
A. Seasonal Honors
-The End of Season “All-Tuesday” Team will be determined by the players at QB, WR (2), RB (2), TE and K who have at least seven starts for the league (one or more teams) and are leaders at their position in scoring after week 13.
-The top scorers who meet the minimum number of starts for the league shall be the winners of the individual awards per position after week 13 of the NFL season.
-There shall also be a "Glenn McCadams Coach of The Year" Award established for the Owner who has the greatest win-loss improvement from the previous year.
-The "Rookie of The Year" Award will be given to the rookie NFL player who has the most points of any rookie retained on a roster and has at least 2 starts for any team/s in the league.
-A "Waiver Pick Up of The Year" will be awarded to the player who was selected off waivers during the course of the season, and having the most points of any non-drafted player. 3 starts for any team/s in the league will be necessary to meet award qualifications.
-The Weekly seven-member All-Tuesday Team shall be determined by the highest scoring players per-position who started for their respective TCFL teams.
-The All-Mason and All-Dixon teams will be composed of top players per position and filling a "legal roster". Alternate players may be appointed for pre-game injuries.
A player is credited as an All-Mason or All-Dixon player when their Mason-Dixon Game performance (week 17) garners a starting spot in the scramble-style roster (1 QB, 2 RB, 2 WR, 1 TE, 1 K) for their respective conference.
B. High Honors
1. Tuesman Trophy
The Tuesman Trophy will be awarded to the league’s Most Valuable Player for a season. It shall be voted upon by the entire membership composite. A majority of the vote is needed to award the Tuesman Trophy to an eligible player.
A player is eligible for Tuesman consideration if they are able to garner the following achievements:
-The player must have started at least 8 games for a playoff-bound team, and reside on that team's roster by week 13 of the NFL season.
-The player must be ranked in the top 3 at their specific position through week 13.
-The player needs a minimum of 125 points to qualify for Tuesman consideration.
-Each team may have no more than two Tuesman nominees per season. If a franchise has more than two players eligible for Tuesman consideration, the owner of such a team may choose which two players become finalists.
-Each Tuesman winner will receive an automatic bid to the TCFL Hall of Fame after that player’s retirement from the NFL.
2. M.F. Gable Award
-The M.F. Gable Award is given to the owner who displays exemplary commitment to the league, going above and beyond the typical call of duty as an owner or officer during the course of a year.
This is the highest award an owner can receive in this league. An owner is eligible to win this award only once during their tenure in the TCFL.
The award is bestowed only when the league deems fit; being done after a private nomination process from a league owner on behalf of another owner, confirmed by the Commissioner, and unanimously approved by the remaining five members of the league via private ballot.
IV. Off-Season Trading and Dues
A. League dues for the next TCFL season shall be received by the Friday of the NFL Draft weekend (usually last weekend in April)
The dues shall be paid in full, or a payment plan submitted for approval by the Commissioner and treasurer. Only after an owner's dues are paid in full will their team be eligible for trading in the off-season.
If an owner fails to comply with the deadline, submit an extension request, or abide by an extension agreement, they may be subject to trade restrictions or sanctions. This includes draft pick deprivation, removal of two "protected" players, and, in the most severe of circumstances, removal of "keeper" players, fines, or expulsion from the league.
The punishment escalation and schedule is as follows:
NFL Draft Weekend: No dues, no payment plan submitted- Unable to trade players until August 1st.
If no dues, payment plan submitted- no punishment. Extension granted until June 1st.
June 1st- Unable to trade until August 1st.
If no dues, no payment plan- see July 1st.
July 1st- Cut two players immediately. A loan from the league for $120 is mortgaged against an owner's two best players, determined by the commissioner, and subject to change.
If no dues, no payment plan- see August 1st
August 1st- Loss of highest draft pick.
August 15th- Loss of mortgaged players.
Draft Weekend- Ouster articles invoked by league. 9th member activated. Players and pick restored to franchise.
